Extract of a letter from a gentleman of Phi-
ladelphia, who is on a journey in the west-
ern p :rt of the state o/ New- York, to a
merchant in this city.
•¦ To facilitate the conveyance of pro-
duce from the inland towns and bnck set-
tlements to our cities and sea-ports, is at
object of the first importance to the mer
cantile interests of America—And it is na-
tural t'conclude, that the capitals of the
different states, awake to-their own inte-
rests and piosperity, would vie with each-
other in opening inlets, safe and easy passa-
ges to theijr respective markets. The local
situation of Philadelphia, gives her peculi-
ar adjutages in obtaining the produce and
trade of the new settlementes in her own
state, and of the Gennessee and kike coun-
tries in the. state of New-Y-rk. We have
only to improve the advantages which na-
ture lias afforded and designed for us.
Much ''as been already done by means of
turnpike roads to facilitate the communica-
tion between the new settlements above al-
liv'c;! t ¦>, and the c ^sequence is, that the
merchants on the waters of the Tioga ri
ver have this spring laid in their goods here.
T e new Turnpike r>ad from Easton to
Witksbarre, and ft...m Lehigh to Berwick,
though imperfectly made at present, are
crowded wi h Laded waggt ns f.om our city.
—Mm h however, yet rem.Lis to be done,
to proeiue all the advantages which we
might obtain.—Tie BerwickjTurnpike is to
(•¦•.tend to tiie Kew-Yoik line, near New?
toivii on the T.oea river ; but it will be to
our interest tp extend thecojamunicatton br-
iber buck, and to ahVrd tiie traders and
farmers a pleasant road to our market.
Legislature of New Yoik have autho-
i; ed the making of-a road, from tiie iiead

.it miles of the extremity of the Ber-
turnpike.) but through the want of
J;urcha3!ers to take up the requisite number
ii-s to Commence their1 bperati ms, they
Sue like to lose tlieir charter. The road is
IS or 1:0 ns ties in length, and perhaps half
that distance is through a gravelly plain and
1 le road i isily made. For the making of it,
..,-e 1200 shares at §23 each, 'jSOOOO.
'_ lis is an ample prevision.— Whoever is ac-

country, will readily perceive that New

er. This will induce the merchants to send
on their fe uus for goods, while they ac-

though imperfect, may be relied on
as it goes to set forth the advama

ty of assisting in piesenlng the charter for
the road from the Seneca Lake to New town ;
s.id would ask. whether it would not be tor
t e | rom.).ion of the mercantile interest of
Philadelphia, to lake up at least so many of
th • remaining shares, as wilt insure the
making of said road J In my opinlo&the
object is richly worth the attention and sup-
port oi'tue wealthy, and especially the mer-
chants of your city.

We are authorised to inform our fe.Uo v-
citizens, that the Mayor has received the
following communication from Norfolk, en-
closing the resolutions, &c. which we ha'C
published.
Norfolk, June 25, 1807.
SIR,
We have the honor to transmit you a de-
tail of an insulting and most cruel outrage
commuted on our nation by a British squad-
ron, together with certain resolutions there-
upon, entered into by the inhabitants of
Norfolk, Portsmouth, and their vicinities,
to which we invite your cooperation.
We have the honor to be,
Sir,
Your most obedient Servants,
DANIEL BEDINGEM,
J. W. MUR.DATJGH,
THEO ARMiSTEAD,
Committee of Correspondence.
Captain Henry W. Tool, lately arrived at
New-York from the Havanna, has commu-
nicated to the editor of the Mercantile ad-
vertiser, the following information, given
him at that place by Mr. James Drisdell,
concerning three •rneiican seamen now in
Slavery a ibn • the Spaniards.
Mr. Drisdell was at the commencement
of the present war, an officer on board the
British ship of war Castor and Pollux then
engaged on a voyage of discovery along the
North West Coast of Vmerica. This vessel
was captured by the Spaniards, and the
crew made prisoners. Captain H. W. Bool
saw Mr. D. on his passage fr 111 Vera Cruz
to Cadiz to be exchanged ; the vessel on
board of which he was having put into Ha
vanna, about the 27th of May, 1807.
Oil Mr. D's journey from the interior of
Mexico to Ve a Cruz, he talked with three
person", then in chains and doing servile la-
boron the pulic road, who called themselves
• merican citizens. Their names were John
V-n Dyke, James Bake? and Alexander
Henry. .They were then stationed along the
highway leading from Xabpa to Vera Cruz,
in ..the district of Rinconada, They say
they had been wrecked on the coa^t of An-
dalusia, not far from Cadiz, in i804, in an
American brig. While on their way to the
American consul at Cadiz, they were arrest-
ed, and confined in the Castle of St. Catha
rine. After havi g been kept there for
three days without being able to communi-
cate witii him, they were forcibly embark-
ed on board a Spanish vessel and sent to
Pensaoola. At this place they were com
ptlled to enlist as soldiers. They made two
attempts to escape and were both times re-
taken. Afterwards they were doomed to
slavery in tiie manner and at the place above
recited.
Capt. W. R-iol feels interested in giving
this information to the friends of these un-
fortunate men, through the medium of the
newspapers. And he doubts not that the
edit n of Gazettes, particularly in the Sea-
ports will indulge him so far as to give this
notice a place in their columns.
It is asserted in a very respectable Lon-
don paper of the nth May, that there
were one hundred and sixty thousand hhds.
of sugar on hand in that city, which could
not be sold. This ¦¦¦¦ as occasioned by the
exclusion of English Merchandize from the
continent.
To the f reside it and Members of the Ameri-
can Academy of Arts and Sciences.
Gentlemen,
A - tnat season of the year is approaching,
in whicii a general apprehension of danger
from lightning i.1 more excited, a few re-
marks on the various means of seeking safe-
ty may call attention to facts, from which
may he deduced some useful rules of conduct
during thunder.
That the metallic conductor is not a com-
plete guard from the electric fluid, is testi-
fied by two instances on the records of the
academy ; but, granting it to be productive
of perli. ct Security, its benefit can he enjoyed
by the minor part of society only-, whose
pecuniary means will affud the expence.
In these brief remarks the electric rod will
therefore be overlooked, for noticing such
particulars as may lead to rational measures,
within the power of all who choose to adopt
them.
From early life I have been in the habit of
observing the'circumstances attending an e
lectric explosion, particularly where loss of
life was the consequence ; and no instance
has fallen Within my knowledge 01 a person
for Copenhagen, with the loss of both masts .
and one pump split, in a gate HI the gulph of 1 being killed by lightning m a close room.

" The ship Hazard, has arrived at P'orts-
moafb, m 34 days from Amsterdam. She
brings the information that two great bat-
tles had been fought by the French and
Russian grand armies ; one about the last of
Apii), the other on the fourth of May. It
is said that in the last engagement, after a
sev re contest, the French were completely
conquered, and had sustained great loss.—
We'nave not received the particulars; can-
,-not say whether the report that Bonaparte
had lost an arm, is confirmed by this arriv-
al."

Jacob Bro mi esq; near Wilmington (Del)
ivas consumed by fire. At that time Mr.
fa'mes Cofbett was manager. This gentle-
man, a native of Scotland, is a man de-
servedly much respected—and well known
as a person of genius and indefatigable in-
dustry. In this unfortunate accident he lost
the earnings of many years assiduous appli-
cation. It appears by the follouing that
he has again met the frowns of fortune.
We know his fortitude and his worth j and
hope he will be yet rewarded.
AUGUSTA, (Geo.) June 11.
We are informed that on Sunday morning
last, about an hour before day break, the
large gin-house of Mr. James Corbett of
Washington, took fire, and was entirely
consumed, together with a small adjacent
building, occupied as an office, by Mr. Cum-
mins. About 10 or 13)000 weight of cot-
ton in the seed, and 3 or 4 bag.s of ginned
cotton were burnt with the gin-house. It
is not known bow the lire originated.
By the activity and well directed exer-
tions of the citizens of the place, Mr. Cor-
batt's store, and colonel Willis's dwelling-
house were fortunately saved—which cir-
cumstance we mention with the more plea-
sure, as from the situation of the buildings
it was an event scarcely to have been ex
pected.

EDWARD J. COALE,
Register of the City of Baltimore.
MUSICAL PHENOMENON.
A gentleman of musical science and taste
and up'/n whose veracity we can place the
utmost reliance, has favored us with the
following very curious particulars of a cir-
cumstance, to which he himself, as well as
many people of the highest respectability,
have at various tithes been witnesses :
" It is no less singular than true, that a
gentleman of fortune, in the west of Eng-
land, can actually sing a duet; and, what is
truly astonishing, he can reverse an octave;
ascending in one clef and descending in a no
ther, at the same moment. He sings the
treble and bass of Stephen's, beautiful glee of
Sigh no more, ladies, in a very cons at man-
ner. It must be observed, that he does not
articulate the words ; but at one and trie
same time produces two distinct sounds,
which he can vary at pleasure, and which
resemble an oboe and a bassoon.
This gentleman can give no explanation
of the manner by which he produces two
distinct sounds ; it was by accident he dis-
covered he possessed so singular a faculty ;
it is different from ventriloquism; and he
thinks cannot be attained by imitation, or
any artificial management, of the organs of
speecii. [London fla/ier.]
Died, on Sunday last, Wr.Wiliiam ¦ 'wns,
(proprietor of the Indian tie.een) in the 56th
yuai of his age. This respectable citizen was
not oiore esteemed for his unbounded libe-
rality and pleasing maimers, than remarked
for his public spit it. It was to Mr. Evans
that Baltimore was indebted for the first re-
gular line of communication, north and
south, with her sister cities. His unceasing
perseverance effected every enterpnze, in
which this gentleman embarked. And
amoitg the many beneits we have received,
few exceed that which results from the dif-
ferent lines of stages by him established.
His public spirit rendered him dear to the
citizens of Baltimore ; by whom his loss is
sensibly felt, as a public calamity.
"¦ uc.tion.
Whether it be a fact that such occurrence
never takes place, I am not prepared to de-
cid< ; but if, upon extensive inquiry, none
sucii shall be found, it m,.y be inferred that
a close room presents one of the greatest
chances of security. On this subject 1
have found the gem ral opinion ti be divided ;
advocates appearing as numerous for an open
as for a close room during a thunder-gust.
In Cases hot admitting of mathematical
demonstration, theories are often erected on
vague conjectures and unaccountable preju-
dices; but it is the dictate of reason that
opinions thu> founded should submit, before
tiie influence of facts. I would therefore
offer for the consideration of the academy
the following information :
1st. That a committee be appointed for
the purpose of collecting information re-
specting lives winch have been lost bv light
lung in tins or any other country, and of
the attendant circumstances in each case, as
they relate to the situation of the poison or
persons at the time, whether sheltered or ex-
posed ; also, wliether evidence of any in-
stance can be produced of the loss of life by
lightning, in a room of wdiich the doors,
windows and tire -place were clojed at the
time.
2d. That ------ be a committee for the
above purpose, who are instructed to solicit
intelligence of the nature before described by-
public request ill the newspapers ; and that
they report, from time to time, at the meet-
ings of the academy, as the required intelli-
gence may be obtained.
Respectfully submitted, by
BEN-J. DEABBORK.
